You can triple your XP gains by using shop camouflage and signals (and of course subscription) on your ship. However if you define win as “gain rewards”, then the game is completely pay-to-win. Finally there are signals that give some situational advantage, but they are also showered at you from achievements and boxes. These are barely significant and also achievements and lootboxes you earn in game will shower with these. You can spend money to get Camouflage which give -3% to surface detectability range and +4% to maximum dispersion of shells fired by the enemy at your ship. While these can make the difference in an elongated fight, they are far from as overpowered as gold ammo is in WoT. You can spend about $0.06 per battle to make your defensive consumables more effective, typically by decreasing their cooldown to 66% (it doesn’t translate to 1.5x effectiveness as they are usually not spammed every time off cooldown and even then there is duration time) and increasing total charges by 1/3-1/4. I’ve seen none that increases direct damage. There are very few things you can spend “gold” on to increase your power. To answer if World of Warships is pay-to-win or not, we must ask “what is win”? If the answer is to win a particular battle and in consequence gain rating or clan victory, the answer is no. On the other hand the same players are put off by the concept of the outcome is skill-irrelevant. Pay to win is a problematic issue as players clearly prefer paying to win over paying to play. Back in the day, I made a test and doubled my already high average damage by throwing money to the game. Besides the rigged matchmaker, World of Tanks is infamous for its gold ammo which is exactly what you’d assume, the ability to do stupid amount of damage to opponents.
